Can do away with English as third language: HRD minister

The three-language formula in Indian schools, need not have English as a compulsory language, the options can include three Indian languages in all, Human Resource Development (HRD) Minister Prakash Javadekar said on Sunday.

Under the National Education Policy (NEP), the three-language formula means students in Hindi-speaking states should learn a modern Indian language, apart from Hindi and English, and in non-Hindi-speaking states, they should learn Hindi along with the regional language and English.

The minister made remarks about the formula in the context of promotion of Urdu language in India. He was speaking at the World Urdu Conference organised by National Council for Promotion of Urdu Language (NCPUL).

“People ask me what is three language formula, I tell them, it is a formula for three Indian languages and not foreign language. Its not necessary to chose English as one of the languages, students can chose all three Indian languages also. This is the only way in which regional languages will grow,” said Javadekar.

The minister said that English as a language has taken over all other languages in India, and there is no scope for Indian languages to grow. “We may talk about promotion of various languages like Marathi, Oriya, Gujarati in symposiums but all these languages have been attacked by English language,” he said.

The minister urged NCPUL to produce study material in various subjects in Urdu language so that students who want to pursue studies in Urdu medium are able to do that.

“Other countries like Israel are able to sustain Hebrew because they are publishing text books in their language. NCPUL should also make sure that study material is provided in Urdu for promotion of the language,” said the minister.

NCPUL, however, says that it is not that easy for them to provide study material is schools and colleges in the language. “We are already printing books for schools in Urdu language but the number of books published is not as much as required because we need support from National Council for Education Research and Training (NCERT) for this purpose and they need to have good translators for this purpose,” said NCPUL Director Syed Ali Karim.

He added that NCPUL is in talks with HRD Ministry for having a plan by which they are able appoint Urdu teachers in states where there are not enough of them.

The three-day World Urdu Conference which is organised every year by NCPUL was meant to deliberate on ways in which the language can be promoted. One of the suggestions included improving the digital presence of Urdu language.

Constant changes in CBSE rules leave parents confused

A recent circular, uploaded by Central Board of Secondary Education (CBSE) for schools on its website, explains the technicalities of its previously released circulars. “In the light of the confusion created by some of the schools with regard to the recent circulars issued by the CBSE, it is deemed appropriate to issue this advisory for the larger interest of the stakeholders especially children and parents,” read the circular uploaded on March 16.

Through its last few circulars, the Board had conveyed a set of changes in its assessment scheme for 2018. One of the circulars on March 9, Class 10 students were asked to opt for six subjects instead of five, with the sixth subject being optional. Just a few days after this circular, the CBSE decided to scrap seven of the existing electives along with 34 vocational courses citing the lack of takers for these courses. Over the last few months, students, parents and schools seem to be having a tough time adapting to newer changes that are proposed by the CBSE every now and then. The changes, as per the officials at the Board are a part of the examination reforms that it plans to bring in the academic year 2017-18.

“The CBSE is coming up with new reforms all of a sudden. At this stage, children and schools are clueless. In 2012, the Board started a continuous comprehensive evaluation (CCE) process allowing the students to not opt for the Boards. Now they have suddenly decided to make the Boards mandatory again. Students are having a tough time adapting to these changes,” said Nisha Ahuja, a parent from Pune.

Ahuja also added that the recent inclusion of a vocational subject is a good initiative but there seems to be no clarity if it would be included in the marks for junior college admissions.

Dipshikha Srivastava, Principal, Rajhans Vidyalay said that schools are waiting for a clarification in this regard. “Lots of new vocational subjects are being introduced by the Board for the upcoming batch. We are still waiting for more details on how they are supposed to be brought into practice,” said Srivastava.

Principals also added that schools were having a tough time in keeping a tab on all the changes. “We have to keep checking the circulars every day, and have to communicate it to the students and the parents without burdening or confusing them,” said the principal of a school in Mumbai on the condition of anonymity.

Parents said that while the children would gradually adjust to the new pattern, what is more worrisome is the scrapping of some of the older reforms.

Gujarat Board Class 10,12 Exams To Start From Tomorrow

NEW DELHI: Gujarat Secondary and Higher Secondary Education Board (GSHSEB) Class 10 and Class 12 exam will start tomorrow. 1.1 million students will attend the class 10 exam this year under the board while .5 million student will write class 12 exams. A total of 1.7 million students are registered for the exams in both streams. 1,507 examination centres have been set up for the students who are planning to take exams in Class X and Class IX this year.

Himachal Pradesh Board Cancels Class XII Physics, Computer Science Papers

SHIMLA: The Himachal Pradesh Board of School Education (HPBOSE) has cancelled Physics and Computer science paper of Class 12 following theft of question papers from a centre.

The matter came to notice of HPBOSE when the principal of the school informed about the theft.

Deputy Commissioner, Kinnaur, Naresh Kumar has placed the principal of the said school, Centre Superintendent, Deputy Superintendent and Chowkidar under suspension and an FIR has also been registered at Bhaba Nagar police station in the matter.
Chief Minister Virbhadra Singh also made a suo moto statement in the state Assembly on the theft of the question papers.

He told the House that the double lock of the cupboard in the school was found broken and 60 papers of each subject and some answer sheets were found missing.

The examination of the two subjects has been cancelled in all 1,846 centers and a departmental enquiry has also been ordered. The Director, Higher Education would conduct the enquiry and action would be taken against those found guilty, the Chief Minister said.

The Physics paper was scheduled for today while the Computer science paper was to be held on March 21. The fresh dates for the examination would be announced soon, a spokesman of the board said.

Art Students From Massachusetts College of Art And Design Visit Kochi-Muziris Biennale

The students and faculty of Boston-based Massachusetts College of Art and Design in the United States recently visited the third edition of the Kochi-Muziris Biennale (KMB). The visit aimed at exploring the possibilities of crossovers between different art disciplines. The visiting faculty members and students were taken for a tour of Aspinwall House, the primary venue for the event. Before the visit, KMB co-founder Bose Krishnamachari briefed the 17 member group about the Biennale and Sudarshan Shetty’s curatorial vision.

Art Students From Massachusetts College of Art And Design Visit Kochi-Muziris Biennale

According to reports in Press Trust of India, Megan Nash, a student of illustration found the artworks on display were heavy on concepts. She alos said that the conceptual artworks forced her to think about the difference in art practice in her institute and the Biennale. In a KMB release Megan was quoted as saying , “I will attempt to incorporate different media into my works and move forward with a new perspective. The visit has enlightened the artist in me.”

Jonathan Koppel, another student specializing in sculpting, said the art being showcased at the biennale moved him. He also said that it was interesting to see the art transforming spaces in the city.

Andrew Grimanis, an Art history student also commented on the relationship between art and space. He said that it was overwhelming to see how space reflected art and this what he would focus on after getting back to Boston.

Prof Lois Hetland, a faculty member at the college, said that it was heartwarming to see the many art education, outreach and community engagement initiatives undertaken by the Kochi Biennale Foundation (KBF). He said, “In Boston, we carry a lot of outreach initiatives for different age groups. I was delighted to see that the KBF is also carrying out engagement programmes along similar lines and in a more efficient way. The results of these programmes are evident in the huge public participation and turnouts at the Biennale.”

Some of the visiting students also toured the Students’ Biennale which is in the second edition of the KBF’s flagship art education programmes. The Students’ Biennale is running parallel to the KMB and is showcasing the artworks of 465 art students from 55 different art schools across India.
