Class 10 board exams likely to return from 2018

NEW DELHI: The government is set to announce the reintroduction of the Class 10 board exam for students affiliated with the Central Board of Secondary Education (CBSE), India’s largest national school test-conducting body.

The announcement is likely to be made by HRD minister Prakash Javadekar on October 25 and will be his first major decision after taking over as HRD minister in early July. The Class X boards are likely to be back from 2018.

Javadekar will also announce a new ‘no-detention’ policy wherein students will be automatically promoted till Class V. States will then devise their options till Class VIII but will need to provide an opportunity for a “re-test” for students who fail.

The CBSE Class 10 board examination was scrapped in 2010 and replaced with the current continuous and comprehensive evaluation+ that provides for tests and grading through the year as a means to reduce pressure on students.

Reasons for reintroduction of the Class X Board examinations include feedback from states and representative organisations of parents and teachers that doing away with the exam along with the no-detention policy was affecting academic standards, even though studies indicated that the number of drop-outs has reduced.

The board exam was seen — by those arguing for its retention — as a means of preparing students for the more important school-leaving Class XII tests.

The no-detention policy was felt to be reducing the authority of teachers and prompting schools to merely shuffle an under-performing student from one class to the next.

There were large number of government school students failing in class XI as evaluations became more demanding at the senior school level. These factors seem to have prompted the government to consider amending the decisions.

Touted as a Diwali gift in the HRD ministry, the decision will be made public after the meeting of the Central Advisory Board of Education (CABE). State education ministers who are to attend the CABE meeting have been intimated about restoration of Class 10 board examination. Several of them have been saying that scrapping of class X board has not delivered the anticipated benefits.

As the formula for “no-detention” seems complex, “it is for states to decide if they want to detain a child in class 5, 6 or 7 or in all of these classes,” a source said. But a re-test will be made mandatory for students who fail from class VI to VIII. A CABE committee headed by Rajasthan education minister Vasudev Devnani has also ruled in favour of removing the provision of “no-detention” and recommended re-tests. However, NCERT is opposed to removal of the “no-detention” policy.

While restoration of the class 10 board examination does not need a legislative intervention, a change in the no-detention policy does require an amendment in section 16 of the Right to Education Act.

The issue of “no-detention” was also considered by the Supreme Court, which had ruled in its favour. In the Society for Un-aided Private Schools of Rajasthan vs Union of India case, the SC had said holding back in a class or expulsion may lead to large number of dropouts, defeating the purpose of the act, which was to “strengthen the social fabric of democracy and to create a just and humane society”. The decisions were taken in a meeting on Wednesday.

Norms for appointment of foreign faculty in IITs to be eased


NEW DELHI: The government is set to ease the regulatory norms to make it easier for foreign faculty to be appointed in the IITs.

According to official sources, the HRD ministry has put forward a proposal to the Ministry of External Affairs and the Home Ministry to ensure the norms related to allowing foreign faculty are made easier.

“The HRD ministry has proposed that norms related to allowing qualified foreign faculty to teach in the IITs be eased. Both MEA and MHA have been positive in this regard during the consultations,” a source said.

It is also learnt that apart from the faculty coming from Prior Requirement Countries, the clearance norms for others teaching in India could be eased.

Sources said there is a move to relax work visa regime by bringing down the threshold annual salary to Rs 9.1 lakh per annum from the current limit of Rs 16.7 lakhs (USD 25,000).

The big announcement is likely to be made by Union Minister Prakash Javadekar on October 25.

The Union Minister will also announce a new ‘no-detention’ policy, in which students will be automatically promoted till Class V.

“There have been representations from academicians as well as organisations of parents saying that scrapping the exam and with the no-detention policy being in place, the academic standards are being affected,” a senior HRD Ministry official said.
“Also, it is being observed that students are unable to take the pressure of appearing directly for Class XII boards which are an important deciding factor for the career they choose,” the official said, adding, while no consensus has been reached yet on when to reintroduce the system, 2018 is considered to be an approachable target.

The Class 10 X Board exams were scrapped and the grading system was introduced by the previous Congress-led regime in 2010.

It is being said that the plan to re-introduce the old system was considered after states and several organisations of teachers and parents said the present practice was affecting academic standards.

Javadekar yesterday said that a major change is imminent in the country’s education policy with emphasis on quality education to all.

“Quality education to all is a prerequisite for building a better country. President Pranab Mukherjee okays inquiry against AMU V-C Zameeruddin Shah

President Pranab Mukherjee has agreed to Human Resource Development Ministry’s proposal to launch an inquiry into allegations of financial and administrative impropriety against Aligarh Muslim University vice-chancellor Zameeruddin Shah.

Mukherjee’s nod comes within a week of approving a probe against Allahabad University V-C R L Hangloo. Shah is the seventh central university V-C to come under the scanner even since the NDA government took charge in 2014.

As first reported by The Indian Express on October 4, the HRD Ministry had dispatched a file to Rashtrapati Bhavan seeking a probe into allegations of financial, administrative and academic irregularities against Shah, which include:

* Illegal transfer of funds collected from students from the university account to the account of a private trust named Sir Syed Educational Foundation.

* Appointment of a retired brigadier as the university’s pro V-C, even though UGC regulations mandate that the position be occupied by a professor. His appointment was done by the V-C by invoking his emergency powers.

* Appointment of ineligible candidates. Assistant professors were appointed against vacant position of professor and associate professor.

* Collapsing law and order on campus.

Shah is learnt to have written to the President on October 4, stating that attempts were being made to tie him down in a web of deceit and that his detractors feel that the best way to do this is accuse him of being corrupt. He also named former Rajya Sabha MP and ex-member of AMU executive council Wasim Ahmad as one of the people trying to sully his image.

“I have nothing to fear from an inquiry. It will, however, provide ammunition to detractors in their efforts to weaken my position,” he said in his letter to the President.

Speaking to The Indian Express, Ahmad said, “He (Shah) has done a lot of corruption (during his tenure as V-C) and there should be a CBI inquiry against him. I am happy that the HRD Minister acted on my complaint and sought the President’s permission to start a probe.”

The HRD Ministry is expected to first issue a showcause to the V-C seeking an explanation on why an inquiry should not be instituted to look into complaints of financial, administrative and academic irregularities. If dissatisfied with the response, the HRD Ministry will launch a formal probe.

Shah was appointed by the UPA-II in May 2012. The HRD Ministry, under Smriti Irani, had fired the heads of Visva Bharati University and Pondicherry University on the grounds of administrative, academic and financial irregularities. Inquiries were also initiated against the IGNOU V-C former head of Delhi University and Jamia Millia Islamia V-C.

The civil service of the Central Government is organised into four groups, viz. Group `A’ (which includes all-India Service) Group `B’, Group `C’ and Group `D’. Such classification broadly corresponds to the rank, status and the degree of the level of responsibility attached to the posts.

Group `A’ posts carry higher administrative and executive responsibilities and include senior management positions in the ministries/departments and field organisations. The middle and junior levels of Group `A’ alongwith Group `B’ constitute middle management.

Group `C’ posts perform supervisory as well as operative tasks and render clerical assistances in ministries and field organisations. Group `D’ posts are meant for carrying out routine duties.

Heads go to Downing Street with ‘dire’ funding warning

Head teachers have written to Theresa May to warn that a funding crisis could make schools reduce hours, lay off staff or stop teaching some subjects.

The letter to the prime minister has been signed by the heads of every state school in West Sussex, who argue they need £20m in emergency funding.

They say the “distraction” of grammar schools cannot be a priority ahead of basic funding and staffing.

The government has promised a complete overhaul of school funding in England.

But the plans for a national funding formula, which would address inequalities in school funding, have been postponed.

‘Dire financial position’

The head teachers, from more than 250 primary, secondary, special schools, academies and local authority schools in West Sussex, say that without £20m emergency transitional funding, ahead of the funding formula, they will have to make cuts.

A group of pupils and head teachers will go to Downing Street on Tuesday to deliver the letter, which is also being sent to more than 100,000 West Sussex parents.

The lack of progress on funding, they say, has meant “a crippling effect on our already dire financial position”.

The head teachers have told the prime minister that without extra funds there will be cuts to schools from next spring.

This could include reducing school hours, bigger class sizes, not replacing staff and making teachers redundant.

The head teachers have told the prime minister that schools have “no more fat to trim”.

“Schools are struggling to function adequately on a day to day basis, and, in addition, we are severely hampered in our ability to recruit and retain staff, work with reasonable teacher-pupil ratios and to buy basic equipment,” says the letter.

Jules White, head of Tanbridge House School in Horsham, said heads were not “sabre-rattling” and these were not empty threats.

“We will look at every option to avoid such drastic steps,” he said, but school finances were so stretched they would have to take such difficult decisions.

Mr White said head teachers wanted the government to focus on the practical necessities before being “distracted” by policies such as expanding grammar schools.

“There are fundamentals – finance and the supply of teachers. That’s what we want the conversation to be about,” he said.

“If you want rapid school improvement, fund them adequately.”

Mr White said parents had been very supportive of heads’ protests about funding.

“Parents get the unfairness,” he said.

Schools in West Sussex have argued they are particularly disadvantaged by the current funding arrangements.

They miss out on the higher funding levels available to inner-city schools, such as extra support targeted at deprivation and pupils who do not speak English as a first language.

There is also a London weighting which increases spending on the capital’s schools.

For a secondary school of about 1,500 pupils, the heads say that a school in West Sussex will receive £2.7m less per year than a school in an “average” London borough.

Even with an extra £20m, the West Sussex schools say they would still receive £200 per pupil per year less than the national average.

The schools in West Sussex say they receive £1,800 less in per pupil funding than schools in inner London.

The cumulative impact, say the West Sussex heads, is that over the past five years, “school age children in each London borough have, on average, received £1bn more school funding than their counterparts in West Sussex”.

‘Record funding’

The Department for Education said that school funding was at record levels – £40bn per year, including £2.5bn in pupil premium payments supporting disadvantaged children.

But the department has said that the “current system for distributing that funding is outdated, inefficient and unfair”.

It means that “a school in one part of the country could receive over 50% more than an identical school with exactly the same children, simply because of an accident of history”.

Plans to overhaul school funding had been announced by the previous Education Secretary, Nicky Morgan.

But the introduction of a national funding formula, due to begin from next year, has been postponed until 2018-19.

Last year, the “least fairly funded” councils received additional funding, with West Sussex being given £930,000.

Ofsted warning over police weaknesses in child protection


The head of Ofsted, Sir Michael Wilshaw, has criticised police forces in England for failing to take child protection matters seriously.

He said that a failure to change could lead to further cases of child abuse like the ones in Rotherham and Oxford.

Sir Michael said police forces were not sharing information “in a timely way” and were not informing social workers quickly when children went missing.

His criticisms were made in a letter to the chief inspector of constabulary.

In response, Sir Thomas Winsor said he would work to ensure officers fully understood their duties on safeguarding children.

In his letter to Sir Thomas, Sir Michael said there were cases where police officers had failed to attend key meetings about child protection or visits with social workers.

In a number of forces there were delays in flagging up domestic abuse cases to the local council.

He said the “most serious concerns” were raised about Cleveland Police’s support for children’s services in Stockton-on-Tees.

In one case, an Ofsted inspector questioned a police decision to close a case even though “there was clear evidence that the children concerned had suffered non-accidental injuries”.

‘Vital role’

Sir Michael said: “I am writing to alert you [Sir Thomas] to my growing concerns about the failure of some police forces to take their child protection responsibilities seriously.”

He said he would “like to be reassured that every chief constable recognises the vital role that the police have to play in protecting our most vulnerable children”.

“They are the ones armed with the intelligence to identify where organised abuse may be taking place and to spot emerging patterns of criminal activity.”

He went on: “My worry is that if chief constables fail to give this issue sufficient priority, we may see a repeat of the sort of catastrophic failings we saw a few years ago in places like Rotherham, Oxford and elsewhere.”

A report found that in Rotherham, 1,400 children were systematically sexually abused between 1997 and 2013, while in Oxford more than 300 were abused and tortured over a period of more than 15 years.

In a written response to Sir Michael, Sir Thomas said he was currently assessing how effectively police forces investigated offences involving vulnerable victims and how they worked with other agencies to keep children safe.

Sir Thomas said forces were also running a rolling programme of child protection inspections.

He wrote: “These inspections provide a very thorough assessment of how well a force handles child protection matters, including, but not limited to: how well officers understand and respond to vulnerability and risk; how well forces deal with missing and absent children; online abuse and online child sexual exploitation; children in custody; and the management of registered sex offenders.”

He continued: “We will persist in ensuring that the police understand their very high public duty most efficiently and effectively to use their powers, and discharge their responsibilities, in connection with the protection of children.”

Temporary Deputy Chief Constable Simon Nickless from Cleveland Police said: “Cleveland Police takes safeguarding extremely seriously and works closely with all local authorities and other safeguarding agencies on a daily basis to protect children from harm.”
